European historians are appealing for support in resisting laws that will criminalize historical inquiry. You can find the text of their appeal and a link to an article by Timothy Garton Ash giving some of the context here<\/a>. From Ash:<\/p>\n

Among the ways in which freedom is being chipped away in Europe, one of the less obvious is the legislation of memory. More and more countries have laws saying you must remember and describe this or that historical event in a certain way, sometimes on pain of criminal prosecution if you give the wrong answer. What the wrong answer is depends on where you are. In Switzerland, you get prosecuted for saying that the terrible thing that happened to the Armenians in the last years of the Ottoman empire was not a genocide. In Turkey, you get prosecuted for saying it was. What is state-ordained truth in the Alps is state-ordained falsehood in Anatolia.<\/p><\/blockquote>\n

I have some quibbles with some of what Ash says elsewhere in his article, which I will discuss in a later post, but I urge our readers to read and sign the appeal, which I reproduce below in English and in\u00a0 Chinese translation.1<\/a><\/sup><\/p>\n

\u6211\u4eec\u5bf9\u4ee5\u6eaf\u53ca\u65e2\u5f80\u7684\u9053\u5fb7\u8bc4\u5224\u6765\u5bf9\u5f85\u5386\u53f2\u548c\u5bf9\u601d\u60f3\u8fdb\u884c\u9650\u5236\u7684\u505a\u6cd5\u6df1\u611f\u5fe7\u8651\uff0c\u4e3a\u6b64\u6211\u4eec\u547c\u5401\u6b27\u6d32\u5386\u53f2\u5b66\u5bb6\u884c\u52a8\u8d77\u6765\uff0c\u547c\u5401\u653f\u6cbb\u5bb6\u4eec\u505a\u51fa\u660e\u667a\u7684\u51b3\u5b9a\u3002<\/span><\/p>\n

\u5386\u53f2\u5b66\u4e0d\u80fd\u6210\u4e3a\u5f53\u4ee3\u653f\u6cbb\u7684\u5974\u96b6\uff0c\u4e5f\u4e0d\u80fd\u56e0\u5faa\u7ade\u4e89\u8bb0\u5fc6\u53d1\u51fa\u7684\u6307\u4ee4\u800c\u5199\u5c31\u3002\u5728\u4e00\u4e2a\u81ea\u7531\u7684\u56fd\u5bb6\u91cc\uff0c\u6ca1\u6709\u4efb\u4f55\u653f\u6cbb\u6743\u5a01\u6709\u6743\u6765\u754c\u5b9a\u5386\u53f2\u771f\u76f8\u548c\u4ee5\u6cd5\u5f8b\u60e9\u7f5a\u7684\u5a01\u80c1\u6765\u9650\u5236\u5386\u53f2\u5b66\u5bb6\u7684\u7814\u7a76\u81ea\u7531\u3002\u6211\u4eec\u547c\u5401\u5386\u53f2\u5b66\u5bb6\u4eec\u5728\u5404\u81ea\u56fd\u5bb6\u4e2d\u96c6\u5408\u8d77\u4ed6\u4eec\u7684\u529b\u91cf\uff0c\u521b\u529e\u8d77\u4e0e\u6211\u4eec\u7c7b\u4f3c\u7684\u7ec4\u7ec7\u673a\u6784\uff0c\u5728\u76ee\u524d\u5219\u5148\u4ee5\u4e2a\u4eba\u540d\u4e49\u7b7e\u7f72\u8fd9\u4efd\u547c\u5401\u4e66\uff0c\u4ee5\u5236\u6b62\u8fd9\u573a\u65e8\u5728\u63a7\u5236\u5386\u53f2\u8bb0\u5fc6\u7684\u7acb\u6cd5\u8fd0\u52a8<\/span> <\/p>\n

\u6211\u4eec\u63d0\u8bf7\u5404\u56fd\u653f\u5e9c\u6ce8\u610f\uff0c\u5728\u5b83\u4eec\u9700\u8981\u5bf9\u7ef4\u62a4\u5171\u540c\u8bb0\u5fc6\u8d1f\u8d23\u7684\u540c\u65f6\uff0c\u5b83\u4eec\u51b3\u4e0d\u5e94\u8be5\u901a\u8fc7\u6cd5\u5f8b\u7684\u5f62\u5f0f\u548c\u9488\u5bf9\u8fc7\u53bb\u6765\u5efa\u7acb\u8d77\u4e00\u79cd\u5b98\u65b9\u771f\u7406\uff0c\u8fd9\u79cd\u505a\u6cd5\u4e00\u65e6\u4ed8\u4e4b\u6cd5\u5f8b\u5b9e\u65bd\uff0c\u5c06\u4f1a\u7ed9\u5386\u53f2\u5b66\u884c\u4e1a\u4e43\u81f3\u6574\u4e2a\u601d\u60f3\u81ea\u7531\u5e26\u6765\u5341\u5206\u4e25\u91cd\u7684\u540e\u679c\u3002\u5728\u4e00\u4e2a\u6c11\u4e3b\u56fd\u5bb6\u4e2d\uff0c\u4e89\u53d6\u5386\u53f2\u7814\u7a76\u7684\u81ea\u7531\u5c31\u662f\u4e89\u53d6\u6240\u6709\u7684\u81ea\u7531\u3002<\/span><\/p>\n

Since 2005 Libert\u00e9 pour l\u2019Histoire has fought against the initiatives of legislative authorities to criminalize the past, thus putting more and more obstacles in the way of historical research. In April 2007, a framework decision of the European Council of Ministers has given an international dimension to a problem that had until then been exclusively French. In the name of the indisputable and necessary suppression of racism and anti-Semitism, this decision established throughout the European Union new crimes that threaten to place on historians prohibitions that are incompatible with their profession. In the context of the Historical Encounters of Blois in 2008 dedicated to \u201cThe Europeans\u201d, Libert\u00e9 pour l\u2019Histoire invites the approval of the following resolution :<\/p>\n

Concerned about the retrospective moralization of history and intellectual censure, we call for the mobilization of European historians and for the wisdom of politicians.
\nHistory must not be a slave to contemporary politics nor can it be written on the command of competing memories. In a free state, no political authority has the right to define historical truth and to restrain the freedom of the historian with the threat of penal sanctions.
\nWe call on historians to marshal their forces within each of their countries and to create structures similar to our own, and, for the time being, to individually sign the present appeal, to put a stop to this movement toward laws aimed at controlling history memory.
\nWe ask government authorities to recognize that, while they are responsible for the maintenance of the collective memory, they must not establish, by law and for the past, an official truth whose legal application can carry serious consequences for the profession of history and for intellectual liberty in general.
\nIn a democracy, liberty for history is liberty for all.<\/p>\n
