Only tables, columnar lists and charts that print their figures are transcribed; the running text, photographs, maps, numbered regulations and the index are not. Charts that print only axes (e.g. Figs. 7, 8, 29, 33, 34) are skipped. The pages with tables were found from contact sheets; every appendix page was read. Printed pp. 168–169 are missing from the scan. Many printed totals in this book do not add up; every such table was transcribed a second time independently, both readings agreed cell for cell, and the totals are kept as printed and noted. The one-sentence context notes are written by the transcriber from the surrounding text.
