All tables in the report and its two appendices are transcribed; the prose, the organisation charts, the contents and the texts of the laws are not. The tables are printed vertically in kanji numerals (一五、四七四); they are written here horizontally in Arabic figures, with 、 kept as a comma (also where it serves as a decimal mark, as in the 方里 areas). Printed totals were re-added by the readers: totals that do not add up are kept as printed and noted. Where only the grouping of stacked 一/二/三 strokes was in doubt and exactly one grouping made a printed total reconcile, that grouping was used; every such cell was re-read by a reader who had not seen the first reading, and cells not confirmed are marked [?]. The trade tables, the 1927–28 budget and settled-accounts tables and the deaths-by-cause table were transcribed a second time independently; where the two readings differed a third blind reading decided, and cells on which no two readings agreed are marked [?].
