Each page was read once by Claude Haiku 5.5 through the llm CLI from full-resolution crops, with no check by eye; pages with sideways tables were turned upright and read by Claude Sonnet 5.5, as were two pages whose first reading was malformed. Unreadable figures are marked [?]. Only tables are transcribed; the running text and photographs are not. Several fold-out tables were scanned folded, so only their left-hand columns appear (e.g. the provincial table of industrial schools, p. 71, the private schools table, p. 92, and the appendix to the expenditure table): those columns are transcribed and the rest is missing. The scan repeats printed p. 69 (read once).
