Only tables and lists are transcribed; the running text, photographs, maps, charts without printed figures, the contents and the index are not. The pages with tables were found from contact sheets and only those pages were read. Printed pp. 7–8 are missing from the scan. The Internet Archive item also contains the Second Report on Progress in Manchuria to 1930, bound in after this report (from leaf 326); it is not included here. Printed totals that do not add up are kept as printed and noted.
