As the negotiations for the conclusion of the Fisheries Convention between Japan and the Soviet Union which were conducted last year were not completed by the end of the year, conversations with a view to concluding a modus vivendi to prolong the validity of the existing convention to the end of the present year have been carried on since last December.

These conversations having reached an amicable agreement, the said modus vivendi, was signed at Kuibishev by our Ambassador Mr. Naotaké Sato, and the People's Deputy Commissar of Foreign Affairs, Mr. Solomon Lozovsky, on March 25.
