Section
Emergency Legislative Measures Incidental to the China Affair

With the development of the China Affair, enormous quantities of goods will be required for military and defence purposes. To ensure an abundant

and smooth supply of these materials and articles, it is imperative, in view of the actual condition of national resources, that exports should be restricted and imports controlled more or less not only in the case of those materials and articles which are comparatively unnecessary or less urgently needed but also even where they are needed for industrial purposes. The Government is, accordingly, empowered, when deemed necessary, to prohibit or restrict exports or imports of goods in accordance with the provisions of this Law (Article 1).

As it is possible that the application of these emergency measures may entail a sharp rise in the prices or uncertainty in the supply of the materials and articles affected by the legislation, the Government is empowered to take such remedial steps as are deemed advisable. This will enable the Government, in pursuance of the orders to be issued under this Law, to do the necessary in regard to the production of articles having as their materials the goods just mentioned, or in regard to restricting their manufacture, or to issuing orders concerning the distribution, transfer, employment or consumption of the said goods or of manufactures having these goods for their materials (Article 2). This Law shall be annulled within one year after the cessation of the China Affair (Addenda).
