I. Concerning the Participation by Rumania in the Three-Power Pact, Issued on November 23, 1940

Following the recent participation of Hungary in the Three-Power Pact, Rumania decided also to join. Accordingly, in Berlin today (November 23, 1940) a Protocol was signed between the plenipotentiaries of the Powers concerned—namely, Ambassador Saburo Kurusu, Foreign Minister Joachim von Ribbentrop and Ambassador Gino Buti on the one hand and Prime Minister General Ion Antonescu of Rumania on the other. The Protocol, which came into force immediately upon signature, is similar in contents to that providing for Hungarian participation.

It is most gratifying that the Three-Power Pact has acquired these new participants. For it demonstrates the fact that the efforts of Japan, Germany and Italy are bearing fruit toward the realization of their lofty ideal for a new world order and an enduring peace based upon justice.
