All tables in the report and its appendix are transcribed; the prose, the organisation chart and the contents are not. The tables are printed vertically in kanji numerals; they are written here horizontally in Arabic figures, with 、 kept as a comma (also where it serves as a decimal mark, as in the 方里 areas). Printed totals were re-added by the readers: totals that do not add up are kept as printed and noted. Where only the grouping of stacked 一/二/三 strokes was in doubt and exactly one grouping made a printed total reconcile, that grouping was used; such cells were re-read by a reader who had not seen the first reading, and cells not confirmed are marked [?]. The crime tables, the trade tables and the table of hospital patients by disease were transcribed a second time independently; where the two readings differed a third blind reading decided, and cells on which no two readings agreed are marked [?].
