Only tables are transcribed; the running text, photographs, maps and the appendices (treaty, rescripts, speeches) are not. Every text page was read. Unlike some other years, this volume has no statistical appendix. Printed totals that do not add up are kept as printed and noted; every such table, and every table with an unreadable cell, was transcribed a second time independently, and cells where the two readings differed went to a third reader (agreement is used, otherwise [?]). The one-sentence context notes are written by the transcriber from the surrounding text.
