Only tables and lists are transcribed; the running text (most of the book), the photo plates and the folding map are not. The fold-out organisation chart is given as a list, and the list of 府・島・郡 on the back of the map is included. Entries blacked out in the original (wartime censorship) are marked [墨消]. Unreadable cells are marked with red hatching; a plain empty cell is empty in the original. Many figures are printed as tiny stacks of 一/二/三 strokes: where the grouping was the only doubt and exactly one reading made the printed total reconcile, that reading is used and noted in the table's notes; otherwise the cell is marked unreadable. Every figure changed in the check pass was confirmed by a second, blind reading or marked unreadable. Printed totals that do not add up are kept as printed and noted.
