All tables in the report and its annexes are transcribed, including the fee scales and hospital price lists in the laws annex; the prose, the organisation charts, the photographs, the map and the legal texts are not. The scan is a PDF at 200 dpi; fold-out tables carry no printed page number, so for every table the PDF page number is given (PDF page N). Printed totals were re-added by the readers: totals that do not add up are kept as printed and noted — an independent second reading of the dense health and population fold-outs (about 3,000 figures) agreed with the first on every figure but one, so these differences are in the printed report. Where a digit was ambiguous only between 3 and 8 and exactly one reading made a printed total reconcile, that reading was used and re-read by a second reader; cells not confirmed are marked [?].
Note: In the early books added to this website, cells that are marked blank may be blank because the original was blank, or because the large language model extracting the table had difficulty in reading the cell. Read the transcription notes for each table and check the original source when in doubt.
