New Offerings from Hawai’i

I’ve been absent from Frog in a Well for some time for reasons I explain here, so feel a bit rusty at this. But I was inspired by my receipt of the new University of Hawai’i Press catalog in Japanese studies (pdf) to write something. Full disclosure: I have published two books with the UH Press and hope to publish more, so mine is by no means an unbiased opinion, but I was really impressed by the depth of the offerings. I’m used to seeing interesting literature and cultural history books. For 2011, a number of historians of premodern Japan publish books that many of us have been anticipating for years. Andrew Goble‘s book Confluences of Medicine in Medieval Japan: Buddhist Healing, Chinese Knowledge, Islamic Formulas, and Wounds of War arrives this year, the first comprehensive exploration of medical history in medieval Japan. My sempai Haruko Wakabayashi publishes Tengu and the Rhetoric of Legitimacy in Medieval Japanese Buddhism, another book I’ve been looking forward to for years. In a similar vein is Hank Glassman‘s much anticipated The Face of Jizô: Image and Cult in Medieval Japanese Buddhism. Another sempai, Luke Roberts, has a new book out as well: Performing the Great Peace: Political Space and Open Secrets in Tokugawa Japan, a study of “spatial autonomy, ritual submission, and informal negotiation” in Tokugawa politics. Some similarly exciting offerings in early modern Japanese studies include Phil Brown‘s Cultivating Commons: Joint Ownership of Arable Land in Early Modern Japan and Timon Screech‘s Obtaining Images: Art, Production, and Display in Edo Japan. Many more titles can be found on modern subjects, including shôjô manga, girl’s culture, Ainu spirits, Western painting in Japan, Buddhist clerical marriage, parks, the Burakumin, Okinawa, and The Woman’s Christian Temperance Union. This is just one slice of the various layers of our field, but its richness is encouraging.

Revolt in Canton

Live-blogging 1911

Live-blogging is (for historians) the process of blogging about something in the past as if it was happening in the present. Since this is the 100th anniversary of the 1911 revolution, I thought it might be nice do something on that. The Wuhan revolt is still a ways off, but the Canton uprising is (although nobody knew it) right around the corner. Textbooks tend to dismiss the various revolts that Sun Yat-sen encouraged in the years before 1911 as pathetic failures, which is true enough, but by early 1911 some of them were becoming more substantial. There were a couple of disturbances in the New Army in Canton early in 1911, the first of which happened on February 12, exactly one year before the Manchu emperor formally abdicated.

Revolutionaries vaguely connected to Sun Yat-sen had been organizing in the New Army in Canton for some time. . Ni Yingdian 倪映典 was the ringleader of the revolt. He was the son of a traditional Chinese doctor from Anhui and had risen to command an New Army artillery division before being dismissed for revolutionary activity. He promptly moved to Guangdong and joined the new army there and was again dismissed for revolutionary activity, although he was not arrested. It may seem a bit odd that he was dismissed but not arrested twice, but the Qing government was less in control of things than they might have hoped and also desperate for modern-trained men. More to the point, during the New Policies period many revolutionaries were turning into reformers, and they may have hoped that the same would happen with Ni.

Unfortunately a mutiny occurred among the troops of the Second Regiment on February 10th ,, well before the planned date for the revolt. Sun Yat-sen had raised over HK 8,000 to support the revolt, and preparations were being made for supporting revolts in the countryside, but Ni decided he could not wait and encouraged his old comrades to rise up. When the commander of the Artillery Division refused to join the revolt Ni shot him, which pretty much committed them to the revolt, which was put down the next day. Ni Yingdian was one of the first rebels killed. Several others were executed later and the rebellious units disbanded.

Although the revolt itself had minimal support it was a revolt of active military units in a major city, which was an upgrade from some previous revolutionary actions. The punishment of the rebels actually won them a good deal of support.  Sun and his followers began mobilizing for a new revolt in Canton.  “Intellectuals, tradesmen, workers and peasants” began to assemble in the city. Female members of the Revolutionary Alliance posed as brides and began smuggling arms into the city.  They also took over a newspaper which had been created to oppose a planned provincial gambling monopoly and used it to spread revolutionary ideas. So that is pretty much where things stood in March of 1911

This is your historical analogy on drugs

Apparently Google is just like the British East India Company. Or so at least the toadies of the CCP would have you believe.  According to People’s Daily,  Google is attempting to corrupt China with information, just as the British tried to corrupt it with opium.

In the colonial era, the British East India Company used the monopolization of trade in the colonies to traffic opium and assist Britain in building its hegemony. In the Internet era, Google uses its monopoly of Internet information search to traffic American values and assist American in building its hegemony.

Besides the obvious historical errors (it was not John Company who attacked China with warships in the Opium Wars, but the British Navy) the historical analogy does not work the way the author would like to claim. It is indeed true that both Google and the British East India Company were foreign firms, but in fact both of them had success in China not because they marched in and forced people to buy their goods at gunpoint, but because Chinese people wanted to buy what they were selling.  (Leaving out the fact that Google gives it away for free.) The piece points out that Baidu has held on to the bulk of the Chinese search market, so I guess this would make Baidu domestic Chinese opium, maybe a nice Yunnan. 1 Where is the Carnival of Bad History when you need it?

Sinai -etic analogies

Jeremiah Jenne has a post up at Fallows1 where he looks at the possibility of a Jasmine Revolution in China. He concludes that it is not that likely, as the CCP is a bit more hip to the dangers of that sort of thing, given the history of protest in China, especially May 4th and the date nothing happened in 1989. I think he’s right about that, but I think the reasons why become clearer if you think about analogies for what is happening in the Middle East. Some people are tossing around 1848 in Europe, which works in some respects, but for an Asian analogy I think 1911 and the overthrow of the Qing works somewhat better.2 The Qing dynasty was not overthrown by Sun Yat-sen and his band of revolutionaries, but ultimately by the various provincial assemblies the declared for the revolution after the Wuchang uprising. A series of provincial elites decided, sometimes for different reasons, to abandon the Qing.  It is not that surprising that Yuan Shikai became the first effective leader of the new state, since what was happening was not a mass uprising or a tidal wave of democracy but rather one part of the elite dumping the dynasty and quickly establishing a new government. This is pretty clearly what has been happening in Egypt, with the military choosing to at least get rid of Mubarak, even if they are not sure what will come next. In Libya at least part of the army seems to be standing with the government, and in Morocco all of it. There is even a Twitter/Facebook parallel with the role of the telegraph in spreading news of the revolution in 1911.

Obviously there are lots of differences as well. The Arab World may be a reasonably coherent cultural area, but its countries are not Chinese provinces. Imperialism is still around, but in a very different form. So why does this comparison matter? I think it matters some because the main thing that encouraged elite factions in 1911 to settle their differences quickly was the fear of foreign invasion.  For whatever reasons (and we really can’t know yet) the Egyptian elite decided fairly quickly that whatever the future would be it would not involve Mubarak or his sons. I can’t think of anything really forcing a rapid resolution in, say Bahrain, other than the fact that chaos is bad. In 1911 the “masses in the street” were the new armies and modern educated people, who conservative modernizers had good reason not to kill. Unfortunately I don’t see much reason for the rulers of oil states to care how many students or poor people they kill. If a Jasmine Revolution did break out in China it is hard to see how it would lead to a split in the elite, and likely they would be willing to kill as many of the dispossessed as they could afford ammo for. Still, hope springs eternal, and Jasmine Revolution is a good name, even if it does not seem likely to be coming soon.

The Hicswa Court-martial: a Double Murder in Nara, 1945

The US occupation of Japan after World War II was not, relatively speaking, a violent one and though the behavior of occupation troops in Japan did lead to many complaints, there is also a surprising amount of praise for them in various Japanese sources I have come across. They certainly did not live up to the propaganda images of savage American beasts that were expected to arrive in Japan after surrender.

There were, however, many cases of violence, including killings and rape.1 Censorship of the press beginning in September makes any count of these cases difficult to make. Terese Svoboda, in her book Black Glasses Like Clark Kent recounts in great detail her own difficulties in finding US national archival material related to various courts-martial from the occupation period.2

Some records can be found online though, if your library or university subscribes to the digital collections of the Law Library Microform Collection. Also, individual volumes of the Judge Advocate General’s Department Board of Review Holdings, Opinions and Reviews can be searched and purchased directly from Google Books.3

Many of these cases give us an interesting perspective on relations between US troops and the nations they occupy. One interesting case is the November, 1945 murder of two Japanese civilians in Nara. An American soldier, Private First Class Joseph E. Hicswa was accused of the murder and court-martialed in early January, 1946. Hicswa was convicted of stabbing the victims to death with a bayonet and sentenced to death “with musketry.”

His two companions report that, on the evening of the murders, Hicswa had jumped and beaten two random Japanese civilians they came across in Nara park, but claim they did not see him armed with a weapon at the time. They did not contest the fact that the approximate points where the assaults took place correspond to where the bodies of the two victims were found. They also reported that, as he walked away from his first victim, Hicswa said something along the lines of, “There is one Jap who will never walk or talk again.”4 Later, Hicswa’s bloodied clothes and a bayonet were found in a latrine pipe. The Private admitted the clothes were his, but refused to answer whether or not it was his own bayonet.5

Though barely remembered today, at the time, this case was given considerable media coverage in the US.6 The town of Wallington, NJ, population 8,946, mobilized to defend their 20 year old local boy.7 The mayor called a mass meeting on January 14, 1946 and a resolution was passed and sent to President Truman demanding clemency. 1,500 students reportedly gathered at his old high school and the principal also passed a resolution calling for the same.8 US senator Albert Hawkes became the leading politician to lead calls for a retrial. Hicswa received more sympathy when it was reported he had denied the killings in a letter to his girlfriend, saying that, while he fought with some Japanese, he had had not used a knife, “I was planning to be home Christmas to surprise you but I guess I’ll have to wait about twenty or thirty years…”9 Despite his death sentence, it appears he was already confident of a less lethal sentence. The Mayor reported he received word from the public officials of ten states they they had promised to seek the help of Congress and the War Department. Some 600 letters had been received as well as a telegram on behalf of the 45,000 New Jersey Legionnaires, all by January 17th, the mayor claimed.10

MacArthur, who ran the occupation in Japan, announced on January 18th that he would review the sentence and the acting Secretary of War Kenneth C. Royall said the case would be subject to final review in Washington D.C.11 Hicswa’s mother wrote an eloquent letter to the supreme commander, saying that her son “was torn away from his home to serve his country at the age of 18, taught to kill, had heard of many of his friends being killed, and was under the emotional strain of a delayed homecoming—all factors to which might be attributed, to some extent, the cause for such abnormal conduct as is alleged in this case.” MacArthur replied to the letter, saying that he was “moved” but that the case was out of his hands.12 Shortly after, his headquarters announced that no letters received about the case from Japanese civilians had asked for the death sentence, and a letter from “citizens of Nara Prefecture” had asked for him to be free and claimed the two victims were “no good.” One letter, it was claimed, said Hicswa should be acquitted “because the Japanese people are all guilty for disturbing the world’s peace.”13 Time wrote a sympathetic case history about the tragic “chubby-cheeked” private and Newsweek also covered the case.14

In March, Hicswa escaped from the Yokohama Army stockade but was caught less than an hour later.15 Terese Svoboda’s uncle said Hicswa was in the stockade where he served as a guard, in Tokyo, and after his escape, Stars and Stripes reported he was found in a local brothel.16 Svoboda’s uncle claimed he was asked to take the blame for the escape and plead guilty to neglect of duty.17

In May, Thomas H. Green, Major General, Judge Advocate General issued a recommendation to president Truman that Hicswa’s death sentence be commuted to 30 years of hard labor, which was apparently acted upon by President Truman. Green’s reasoning went as follows:

While the two murders committed by the accused were brutal, unprovoked and unjustified, and from a legal viewpoint were premeditated, there is nothing in the record to indicate that when accused left his quarters with two companions, on the evening preceding his departure for home, he had actually planned to take the life of two Japanese civilians of any one or to commit any other crime. The unexpected appearance of two Japanese civilians, one of whom he chased, overtook and killed, seems to have brought into existence or to have unloosed a sudden desire to kill, probably aggravated by his indulgence in strong liquor during the afternoon and early evening, a desire which seemingly persisted uncontrolled until the commission of the second homicide or was recreated when he undesignedly came in contact with the Japanese civilian who became his second victim.18

Before Hicswa was returned to the US to begin his sentence at McNeill Island, Washington, he swallowed two nails in an alleged attempt at suicide and was admitted to an Army hospital, from which he escaped.19 About a week later, he was again recaptured when found without pass or dogtags in the 8th Army headquarters area.20

What do we make of this case? Even with the court documents and the press that followed, there is not much to go on when it comes to Hicswa’s motivations. We might be tempted to say that he was driven to a murderous rage by the horrors he witnessed on the battlefield during the Pacific war. However, Hicswa first enlisted in 1943 and had no record of combat service during the war. He was assigned to Headquarters Battery for Division Artillery, 98th Infantry Division where he served as a radio operator and later as a bugler.21 In fact, he may be an example of the kind of case I have seen mentioned in many wars: soldiers who had yearned to participate in the action and kill some Japanese, only to have the war end without ever having been given the opportunity for such glory. Scheduled to return to the US the following day, did Hicswa want to make sure he could claim at least a few enemy kills from the war?

A more mundane explanation may be to link Hicswa’s drunken violence to a pattern of violence in his own family. In 1947 his father was arrested in Wallington, NJ for assault and battery. He attacked two police officers who went to his home in response to a complaint by his wife that he had become violent while drunk. After arrest, he attempted suicide.22 However, I find nothing to contradict another possibility, especially given the attempted suicide: that his father developed such behavior in the aftermath of the horrible shock of their son’s conviction for a double murder.

From the perspective of US-Japan relations though, are other points that are worthy of note. Though perhaps unsurprising for a country emerging from a “war without mercy,” completely absent from any of the US media coverage was any sympathy shown for the two Japanese civilians who were stabbed to death. Indeed, the announcement put out by MacArthur shortly after the movement for clemency gets underway goes out of its way to malign the victims through quotations from anonymous letters, as I have noted. The only place I have found their names mentioned, were in the board review opinion where the private was accused of having “with malice, aforethought, willfully, deliberately, feloniously, unlawfully, and with premeditation kill” SUGITA Yasuichi and NISHIMOTO Choji, “a human being by stabbing him with a sharp instrument.” Though I suspect this declaration of the humanity of the Japanese victims is standard legal language, it is comforting to see the Americans acknowledging it. Only a few days earlier, Japan’s emperor was busy declaring his own humanity to the people.

In the board review opinion, there is nothing mentioned about any report of a Japanese witness mentioned who escaped the first attack and called the police. Was his testimony even taken? Interestingly, a Japanese physician, KUBAI Nagamichi performed the autopsy and a Nara city lawyer and judge TAKEDA Seiko was permitted to investigate the crimes. However, a US Captain Jerome Schwartz, who was called in to examine the bodies, only made a superficial examination since because, he said, he had “no interest in the dead Jap.”23

Despite the reputation of militaries everywhere of guarding their own forces when accused of crimes against civilians, it is admirable that the sentence Hicswa was ultimately given in that first year after Japanese surrender was so long, especially in the face of huge public and political pressure for his release in the US.

In the end, though, the most interest part missing from this story is the Japanese side. Did anything get reported on this in Nara at the time? Did rumors spread? Did Kubai and Takeda leave any writings behind about their involvement in the case? Did the families of Sugita and Nishimoto take any action? What actions were taken at the government level between the US and Japan to handle the fallout from the case?

UPDATE: In the comments Nakanoshima points to a 2008 speech in Congress by 8th District Congressman Bill Pascrell honoring WWII vet Hicswa as a “a proud American, willing to do whatever was needed to defend and protect the freedoms and liberties that make this country so grand” and makes no mention of his conviction for two murders. I haven’t contacted Pascrell and it is possible he didn’t know about this fact, but given the huge support for Hicswa in his local community, it would not be surprising if he was aware of the details of the case. If it is the same Hicswa, he has surely long since served his time for the crime, but to be honored in Congress is, at the very least, awkward.

Police Torture in Egypt and 1987 Korea

Historical comparisons can open up new exciting ways of understanding events that have become trapped by a dominant narrative, or proposing solutions to pressing current issues. We do, however, have to be very careful when we juxtapose highly distinct clusters of events. As I have watched things in Egypt unfold (I emerged from my own research having missed Tunisia) the democracy movement in South Korea has constantly been on my mind, but some connections are more helpful than others. If forced to connect the dots, Jo Gap-je’s linking Jeon Du-hwan (전두환) with Mubarak and No Tae-u (노태우) with vice president Omar Suleiman playing a transitional role is easy to make but the comparison is deeply problematic in both descriptive and normative terms. Nor is a making a connection between the Muslim Brotherhood and Korean Christians useful in understanding the roles either played in protests.1

There are a whole number of questions, both small and large, we could ask about Egypt now and Korea in the late 1980s that might help us both better tackle general phenomena as well as understand the two historical moments in their own right. What is the role of the politics of self-immolation?2 How important is the symbolic power of specific physical spaces such as Tahrir square or Myeongdong cathedral? How do we evaluate the rapidly changing and internally divided US policies towards its authoritarian allies? How important are highly organized movements in these moments? How is middle class support gained in each case? In this posting I wish to explore another one of the issues where I think there are deep parallels between the Egyptian January 25 uprising and the momentous spring of 1987 in Korea: the role of police torture and brutality.

The Most Serious Eventuality

A CIA report from April, 1980, included this observation in its evaluation of the potential for unrest in South Korea:

Should a bloody confrontation develop, the most serious eventuality would be the death of a student at the hands of the police or military. Government officials are all too aware that it was the police killing of a high school student in Masan in 1960 that provided the student movement with a martyr, solidifying student opposition to the Rhee government, which led to Rhee’s eventual downfall.

Only a few weeks later a popular uprising in Gwangju was met with massacre, and followed by several years of renewed state oppression. The first fatality at the hand of paratroopers in the city, Kim Gyeong-cheol, contributed to an explosion in support for the protests.

The death of protesters would time and time again provide such martyrs. Byron Engle, who helped retrain police in US occupied Japan after World War II and for decades led controversial US training programs for police around the world, advised departments against using bayonets in riot control (advice apparently not heard by soldiers in Gwangju). His reason for wanting to remove these fixed knives from crowd control was more cynical. It was too easy, he argued, for a Marxist agitator to “push a demonstrator onto one” and thereby gain an instant martyr for the cause.3

Police torture and brutality tends to simmer for much longer. It is notoriously difficult to prove, especially when police use techniques that leave little mark.4 It is also double sided. Police torture can be a powerful weapon of intimidation by an authoritarian regime. It is not only used to extract confessions or reveal information; in both in Egypt and in South Korea it has been deployed as a form of punishment and to spread fear among those who challenge the state. Suspects might not even be processed, but instead given a thorough beating for a few hours or days and then released.5 To generate this deterrent fear impact, it need not be used in all or even a majority of cases, thus promoting deniability.

However, if the timing and circumstances are right, revelations about just one or a few cases of brutal torture at the hands of the police, especially if it results in the death of a prisoner, can have an effect that is arguably more powerful and long lasting than the death of a single or several protesters. Since these actions take place away from the chaotic and violent interactions on the front lines of a political demonstration, they cannot be dismissed as tragic accidents, but come to serve as a symbol of the systemic failures of the regime. Since revelations of police torture and brutality are often accompanied with shocking details of attempts to cover-up the brutality, they become a bitter cocktail of violence and corruption waiting to be set on fire.

One of the most famous Korean examples of this can be found leading up to the mass protests of June 1987: the torture and killing of Pak Jong-cheol. Before his death in January, the nation was already following another case throughout the previous year. The first woman to step forward and bring suit in accusations of police sexual torture, Kwon In-suk, had an especially powerful impact on the mobilization of women but was accused by the government of being a lying Communist sympathizer and cruelly humiliated in the censored press.6 In the tense January days that followed Jeon Du-hwan’s 1987 New Year’s policy message and tense debates on constitutional reforms, news emerged of the death in police custody of Seoul National University student Pak Jong-cheol (박종철 Pak Jung Chul). Officials announced he had fainted during questioning and died of “shock” but relatives who attended the autopsy immediately made accusations of torture. Anger and sympathy grew quickly, especially after memorial protests for Pak were held on February 7th and details of his water torture and the police cover-up emerged in May, leading directly to the resignation of the Prime Minister at the time, No Sin-yeong.

The outrage over the killing of Pak Jong-cheol went well beyond those already in the protests and sparked sympathy for the students throughout society, especially among parents. It also helped to mobilize students who had stubbornly refused to join the protests, including one Korean friend of mine who had up to then, “only smelled tear gas when it came through the windows of my classroom.” Another activist remembers the impact of the revelations about the Pak case, “From that moment on, I knew I could not live a normal life like getting married and having kids”7

Since democracy movements are highly complex events, with a multitude of causes, actors, negotiations, and political changes, a case like the torture and killing of Pak Jong-cheol also provides a convenient marker for use in more compact historical narratives. For example, two 2008 Korean history textbooks for high school students I picked up last time I was in Korea note the importance of the Pak torture case (one with a photo) on their single page of coverage of the 1987 June democracy movement.8

We Are All Khaled Said

I couldn’t help thinking of Pak Jong-cheol when I first heard about the organization, “We Are All Khaled Said” (Arabic) in Egypt. A loose network of activists that formed in mid-2010 after the brutal beating and killing of Khaled Mohamed Saeed by Egyptian police, judged by its (Arabic) Facebook support alone, the group was already the largest human rights organization in Egypt many months before the January 25th uprising. Saeed was beaten to death before he even reached the station, leaving a number of witnesses, and a horrifying photograph that made laughable police claims of an accidental death caused by choking on swallowed drugs.

We Are All Khaled Said began as an organization dedicated to opposing the rampant police torture that has been attacked by Human Rights Watch and in US Department of State human rights reports, though the US has been known to make use of their skills. The organization also collected video clips of Egyptian police torture and organized protests.

Jan 25 RevolutionAs I understand it, following the revolution in Tunisia We are All Khaled Said shifted into new gear, and cooperated closely with other older political organizations such as the April 6 Youth Movement that had experience in mobilizing workers and an emphasis on economic issues. These groups decided to combine their forces and on or around January 15th settled upon the date of January 25th for the beginning of a nationwide uprising. Of these organizations, We are All Khaled Said was the largest and, according to Freedom House researcher Sherif Mansour, “promoted the [initial] event widely and managed to get it to over one million people. They also were the central location for organization, instruction, sharing information and sharing materials could be printed out and distributed by hand.” The Facebook wall postings and event announcements on their site from the time already began to embrace a wider set of issues: unemployment, dictatorship, oppression and fear under the emergency law, and the stagnant economy.9 However, the day chosen was not random: it was Egypt’s annual Police Day – celebrating the police as nationalist heroes by remembering a moment decades ago when their officers stood up against the English colonial oppressor.10 In Youtube clips (2011.1.20, 2010.1.22) posted by the coalition and spread widely on Facebook and twitter, it was the theme of police torture that was most emphasized. One of the videos transitions from patriotic clips of the police fighting the English to scenes of police beatings.

There was no guarantee that Jan 25 would become what it did. Even before the internet was shut down in Egypt, the movement was already an organic force of its own, driven by deep structural circumstances that have been building for years. The protester victories of those first days were in a war fought directly with a clearly despised police force and their triumph was made visible to the world as the Egyptian interior ministry forces almost completely melted away. Torture in their hands, alas, has continued up to day I write this posting. New York times reporters who were detained on Friday were not themselves hurt, but during their short stay, they could hear the sounds of tortured detainees in cells nearby.

As we continue to watch developments in Egypt and calls for a calm and smooth transitional regime, I hope no one will forget that while this takes place, the repressive institution that continues to hold thousands of protesters will be free to continue its practices, especially under a vice president who is no champion against police torture.

Even when there is a clear and unambiguous message sent to police that torture will not be tolerated under any circumstances, it takes years to reform an institution of that size, even without a process of reconciliation or retribution against torturers. That work needs to begin now.

Year of the Hare… um "Rabbit"?

February third is the Lunar New Year, celebrated in East Asia as the New Year or Spring Festival.

The Reuters article “Chinese Ready for Upheaval, Sex in Year of the Rabbit” is a lively explanation that each year in the Chinese system has its own character. Since the Year of the Rabbit is full of motion and excess, the article predicts lots of sex scandals. Since both Brad Pitt and Angelina Jolie were born in rabbit years, the article says they would be well advised not to tie the knot next year.

The Wikipedia article “Lunar New Year” leads to articles on holidays observed according to lunar systems, including Rosh Hashanah. The Chinese New Year article is long and full of more details than most of us would need, but the principal menace to humanity is that following the links will take you to so many fascinating places that the rest of the morning is shot.

Traditionally New Year lasted for fifteen days. When I lived in Taiwan my landlord explained that back on the mainland in the old days, New Year was when the rice bin got emptier and the outhouse got fuller.

But I’m still not sure why it’s “rabbit” and not “hare.”

We have a strong military history component to our program, though, so I’m considering breaking it down further, and just doing a course on 20th century US-East Asian wars. It would be really fun if I could co-teach it with my US military historian colleague, but that’s new administrative territory for me.  

Monumental Histories

Quite by coincidence, I ended up reading three books on Chinese monuments, but not until the third did I realize that what I was reading was a history of modern monuments. The first two books I picked up relatively recently – as my “to read” stack goes – but since they were related to my Early China course this last semester they moved to the front of the line.1 The third was a review copy sent by Cornell UP to “Jonathan Dresner, Frog In A Well Blog.”2 The books are

  • John Man, The Terracotta Army: China’s First Emperor and the Birth of a Nation, Bantam Press, 2007
  • Julia Lovell, The Great Wall: China Against the World, 1000 BC – AD 2000, Grove Press, 2006.

Why do I say these are modern monuments? The terracotta warriors, while a monumental work, were unknown until 1974, and did not become “monuments of China” for several years after. The Great Wall was a fairly obscure remnant until foreign visitors, mistranslations and reporters (including Ripley himself) raised so much interest that the Chinese government refurbished and made it accessible primarily as a nationalist beacon and tourist attraction. Though they have older stories to tell as well, they actually fit quite well into the discussion Chang-tai Hung presents of the artistic and aesthetic politics in the first decade of the PRC.

Boxers and history

Via Jeremiah Jenne, a link to an Economist article on the legacy of the Boxers. It is without a doubt the best article on Chinese history I have ever seen in a mainstream magazine.

It made me think of one of my favorite scenes from Wang Shuo’s Please Don’t Call me Human Old man Tang, the last living Boxer, has been brought it for an interview because the powers that be are thinking of using his son to represent China in physical combat against a Western circus strongman. I think it’s a nice piece that sums up (and makes fun of) a lot of popular ideas about the Boxers, the past, and Chinese History. …

“Do you know why we brought you here?”
“Yes, you want to learn about my participation in the Boxer movement.”
In an otherwise empty, soundproof room, the bald, fat man sat behind a desk in the shadow of a desk lampshade. Light from the lamp shone directly into old man Tang’s face, whose hands rested in his lap as he sat respectfully on a stool fastened to the floor.

“Your name?”
“Tang Guotao.”
“Age?”
“One hundred and eleven.”
“Where did you live before you were taken into custody?”
“Number thirty-five, Tanzi Lane.”
“When did you join the troops?”
“In March 1899.”
“What were your ranks?”
“Team leader, guard leader, Second Elder -Apprentice, First Elder Apprentice, and First-rank Master.”
“Decorations or punishments?”
“I was sentenced to death in 1900”

“On that night eighty-eight years ago, that is, the night the Allied forces entered the city, where were you?”
“I was home,” old man Tang replied, looking perfectly calm in the lamplight.
“Why weren’t you out fighting? Big Sword Wang Five was, as was the father of the novelist Lao She.”
“I had a far more important duty.”
“What was that?”
“I ran home and strangled my parents, my wife, and my son. It was as dark then as it is tonight, and as cold, and I had no sooner eliminated my family than I heard a knock at the door. ‘Master’s wife, open the door, hurry.’ I opened the door, and the person rushed inside, carrying an infant in her left hand and a red lantern in the right. . .”
“Who was it?”
“My wife, the woman you saw at my house. At the time she was one of the Red Lanterns.”
“And the child in her arms?”
“Huo Yuanjia, the future martial-arts master.”
“My God, how come this is the first I’ve heard of that?”
“As soon as my wife saw me, she fell to her knees and mumbled, ‘Master, Master, the master’s wife, my sister-in-law, they’re all dead.’ And I said, ‘Yes, I killed them.’ And she said, still crying, ‘From today on, l am yours, and this child. . .’ I
interrupted her, ‘You take this child back where you found it ”
“Then what?” the fat man said as he wiped his tears.
“Then gunfire erupted and a Japanese soldier rushed, in shouting bakayaro [son of a bitch]! He asked me, ‘What you do?’ Everything happened faster than it takes to tell, but when he barged in, I’d already crawled into bed, and my new wife was still on her knees, facing the other way. She kowtowed to the Japanese. ‘Your honor,’ she said, ‘he’s a bean-curd maker, a common, law-abiding citizen.’ The Japanese smirked—heh heh heh—and nudged her with his bayonet. ‘Pretty lady’ he shouted. That’s when I threw back the covers and roared, ‘Let her go! I’m one of those Boxer leaders you’re looking for! This has nothing to do with the common folk!’ ”

“Elder Tang, you’re spreading it a bit thick, I’m afraid,” said the fat man with a frown. “To the best of my knowledge, the Boxers had no grassroots party organization.”
“That’s where you’re wrong, young man. A hundred years ago, we were already laying down our lives for the Cause.”

“That’s not what the book says. Let’s turn to page forty-four, fourth line from the bottom.”
In the interrogation room, the bald, fat man read aloud, “On that night, the city was ablaze, the sound of gunfire like thunder. The foreign soldiers advanced like a tiger attacking a herd of sheep, torching and killing. The soldiers and the Boxers scattered like birds and beasts, and all the first-rank masters fell into the hands of the French soldiers at Hadamen, who trussed them up, despite their ferocious resistance. Shortly after dawn, I was beheaded by the French in the marketplace, along with over a hundred Boxer bandits, including leaders like Big Sword Wang Five and Little Sword Zhao Six …”

The bald, fat man looked up and said to old man Tang, who was wearing a pair of reading glasses as he followed along, his finger stopping at each word, “Naturally, if you believed everything in books, we’d be better off without them. This Memoirs of the Green Tower is nothing but a collection of ghost stories and fantastic tales, but there’s no harm in keeping it around, since it represents one way of looking at things. We all understand that rumor is the twin sister of fact.”
“Are you saying I’m wrong?” old man Tang asked blankly, looking up from the page. “I clearly recall being taken into a blockhouse by the Japanese and shot.”
“You’ve read The Little Soldier Zhang Sha, haven’t you?”
“Yes,” old man Tang said with a nod.
“I’m not surprised. A few days ago, we interrogated the fat interpreter, and he couldn’t remember if he stood with the Japanese or against them.”
“Why couldn’t I have been executed once by the Japanese and again by the French? It’s already been settled that I came back from the dead.”
“I didn’t say you couldn’t. The question is whether or not you had time to be executed by the Japanese and then rush over to be executed again by the French.”
“Why not? There’s nothing illogical about it. When the bullet hit me, I fell to the ground and closed my eyes, pretending to be dead. Then, after the Japanese left, I crawled out of the execution pit, stood up and cleaned the blood off, filled with hate and a taste for vengeance against the imperialists. I ran off and rejoined the battle.”

Cocking his head, the bald, fat man pondered what old man Tang had told him. “I see nothing wrong so far.”
“I went down East Fourth Avenue, killing the enemy along the way as I headed to wherever the sounds of battle were the loudest. When my guts began spilling out, I stuffed them back in. When one of my eyes fell out, I picked it up and swallowed it. I was possessed by a single thought: Don’t fall, keep going. If you fall, China is done for!”

“Then what?”
“Eventually I did fall. I lay on the ground, seeing spots before my eyes. Then the world began to spin, and I blacked out. …”
“What do you recall about the beheadings at the marketplace?”
“That’s where I was when I came to. People were lined up to be beheaded. Before I could say a word, it was my turn. As to methods, it wasn’t much different than cutting up a rack of ribs—holding it down with one hand and chopping with the other.”

“You must have said something, a farewell to your comrades or last words before the executioner’s sword fell. That’s common sense.”
“I’m not sure, but I might have said, ‘Long Live World Revolution.’ ”

“Hardly.”

“Oh, now I remember. I shook hands with Wang Five, and we exchanged knowing looks. Then I turned and growled at the executioner, ‘China will be destroyed by the likes of you!’
“Now that sounds more like it. The executioner was Chinese?”
“No, he was French.”

China on the move

I found a nice paper on migration inside China from Vox 1 They look at migrations inside China, and find a lot of things that you would expect. Network effects are important, leading people from one place to tend to move to the same place and cluster in the same jobs. This is what a lot of sources tell us about historical migration in China, but it is nice to see it confirmed with hard data. One thing I find particularly interesting is the extent to which migrants keep a foot in the countryside. Sojourners under the Qing and Republic were less likely to visit the old sod, I would guess, unless they were rich. As the chart below shows, over a quarter of current migrants spend 2 months a year back home. That is either a very long Spring Festival, or maybe they are coming back regularly. It may just be that the data are capturing more recent migrants, and they might tend to visit home more. In any case, there is some interesting data and nice graphs in here.

When desperate to stabilize the currency

I encountered these pages when I was flipping through a thick, unsorted bunch of materials regarding the industrial campaigns that the youth associations conducted in the immediate postwar period. Apparently this is a song promoted by the headquarters for the currency stabilization (通貨安定対策本部).  You can tell how desperate they were to persuade people to make savings in banks during the flaring inflation. The lyrics go (sorry for the rough translation):

What does that girl wait for at the counter of the bank? What are the bundles of bills that flow out every day doing? With whom are they now? Why are they coming home so late?

Bank Girl is alone, worried.

What does that girl look at during the lunch break? The bundles of cash that flooded into the city raise the price of what she wants. A shadow is cast over the shop window.

Bank Girl is alone and sad.

What does that girl do at the counter? The more cash flows out, the deeper the value goes down. Why do you not deposit that cash? The calculation does not make sense.

Bank Girl is alone, concerned.

Who does she wait for at the counter? The gentleman who always comes to deposit money. He is truly reliable — I wonder if he is single. I would love to see his bank statement.

Bank Girl is alone, longing for him.

All the cool kids are playing with the new Google Ngram viewer, which lets you make graphs of word usage over time. You can search for usage in Chinese, but I’m not sure if they have enough Chinese books to get much out of it. Here is a search for Beijing, Peking, and Peiping.

You can see the steady decline of Peking after Nanjing becomes the capital in 1928, in part I guess because some people are using the new name of Peiping and in part because there is less reason to refer to the city when it is not the capital. (Plus, historical books might keep using Peking. This is based on date of publication. I’m not sure what they do with reprint editions.) The thing that really surprises me is that Beijing gets almost no hits for a very long time. If you fiddle with the controls almost all the early usage of Beijing comes from British English, and not much even there. Peiping dies like a dog after 1949 in British English, but the Americans keep using it for a bit. Whatever sort of English, however, the late 80’s is when Beijing and Pinyin take control.

The North Flank Guard: Everyday Life in North Korea

This is the last of three postings in this series. Read the first posting here for an explanation of the idea of the “North flank guard” and the second posting on its reactions to the Yeonpyeong incident last month here.

In 1985 Roland Jahn, an East German dissident who had been expelled from the country by the Stasi, illegally reentered the GDR. Though he soon returned again to the West at the urging of his fellow dissidents, he managed to smuggle in a video camera. On October 9, 1989, during one of the rapidly growing Monday protest marches in Leipzig, this video camera made its way in the hands of Aram Radomski and Siegbert Schefke who filmed on a night when all foreign journalists had been expelled from the city. The day after the protest, during which some 70,000 or so protesters gathered peacefully and chanted, “We are the people,” the first uncensored footage of the Leipzig marches was shown in the West and therefore, since a majority of East Germans also watched West German news reports at the time, in the East. The reports helped spread the protests and contribute to an explosion in their size.1 The anniversary of that night, which we now know came very close to ending in a brutal police crackdown, is still remembered today as one of the key events of that momentous autumn of 1989.

Footage of such protests, and government reactions to them are no guarantee of success for mass movements. The huge amount of reporting only a few months before covering the June protests in Tian’anmen show this only two well. In authoritarian China, where students are able to relatively easily bypass the internet censorship of Jingjing and Chacha, clearly many of the relatively unpolitical youth of today have either not seen, or have at least not been moved to action by footage such as that of the famous Tank Man, as a PBS documentary suggests.2 However, even if states are effective, to various degrees, at controlling information flows, few would deny, that getting and spreading such footage taken inside authoritarian states that offer no protections for freedom of press, and collecting reports from those who are experiencing life within—however fragmentary or riddled with contradictions—is an absolutely essential component to promoting resistance to state oppression and mobilizing concern and support outside.

If this is true for reporting on large political movements, I believe it also holds true for the far more modest goal of reporting on the changing daily lives in a country like North Korea, where there is no known organized dissident movement. Where great economic hardship prevails, mass protests are completely out of the question, and even being caught watching South Korean television dramas can land you in a labor camp or worse, the collecting of video fragments and anecdotes of daily life still requires incredible courage and can contribute in a small but meaningful way to growth of a political, or at least journalistic subjectivity. Thus the Rimjin-gang (림진강/リムジンガン/臨津江) project, which in 2008 began to publish a journal, and online articles containing the fruits of journalistic efforts of a small number of North Koreans who still live in or move into and out of the country, is incredibly valuable. It helps give us a view of North Korea that goes beyond the tired depictions of goose-stepping soldiers or of Kim Jong-il looking at things . It allows a very small number of North Koreans, as paid journalists, the opportunity to learn the skills of gathering information, analysis, and to participate in the creation of their own narrative of life within the country, albeit within the constraints—as is the case with any journalistic publication—of the editorial direction of the project’s founder, Ishimaru Jirō.

It is thus with deep frustration that I read the December 6 Japan Focus article by Suzy Kim about the project: “Understanding North Korea: Rimjin-gang Citizen Journalists out to cure the “Sick Man of Asia”?” Below I discuss the more troubling aspects of the article.

I have my doubts about this scene, in which the narrator claims that students don’t know anything about the Tank Man. He may be right, generally speaking, but in this specific case at least one of the students whispered “89” but then reported not being able to recognize the image. It is possible the students knew or suspected the reference but refused to acknowledge it on camera.  

The North Flank Guard: A Military Exercise Escalated into Artillery Exchange

This is the second of a three part series. Read the first posting here.

On November 28, a South Korean artilleryman mistakenly fired a single 155mm shell north into the Demilitarized Zone during a drill. Although the defense ministry notified its counterparts in North Korea of the mistake some two hours after the incident, it was all too late. North Korean artillery forces, fearing that the attack was the prelude to a full scale invasion, responded by firing over a hundred shells into the south, pounding a South Korean military base but also a nearby village community, resulting in four deaths, including two civilians.

This is how a military exercise can escalate into an artillery exchange. It reveals the dangers of having two bitter opponents, armed and opposing each other on opposite sides of a thin stretch of land with nothing but a fragile armistice preventing the continuation of a war that still awaits its peace treaty. While each side must keep their front line forces prepared for an outbreak in hostilities by means of military exercises, even the smallest mistake like this can result in tragedy.

Of course, this is not what happened. There was an artillery shell mistakenly fired into the demilitarized zone on November 28, and it did reportedly take two hours for the North to be informed of the mistake, but this is not the incident that recently resulted in a deadly North Korean artillery attack on a South Korean military base and a nearby village.

Instead, the island of Yeonpyeong, one of a small collection of islands which hug the North Korean coast but which, under the terms of the 1953 armistice, remain under South Korean control, came under artillery attack from the North on November 23, in the first such incident since the end of major hostilities over fifty years ago. Four people died, many were injured, and an entire community was evacuated while the village on this heavily militarized island shared the fate of the nearby bases.

That morning South Korean forces had conducted an artillery training drill but no shells struck on or near North Korean shores before the North launched its attack. Southern forces shot their shells to the southwest, in order to avoid crossing the Northern Limit Line (NLL) which has, rightly or wrongly, served as the maritime border between the two sides for decades.1 Nor was this exercise some irregular or sudden move to threaten the North, being part of a monthly drill not associated with any larger joint US-Korean military exercises. That morning North Korean forces demanded a halt to the drill, but this too was anything but new. North Korean forces regularly demand a halt to such exercises in the South, including those in the contested maritime territory around the NLL.

As far as I can tell, we are left with a picture of a morning that was business as usual: North Korea protesting South Korean drills, whether or not those are connected to the larger joint exercises, North Korea contesting the Northern Limit Line, and South Korean forces conducting their monthly drills, firing to the southwest into the sea, an act that North Koreans nearby have surely seen them do many times before. Is there a casus belli here? I fail to see it. At the very least (and I still don’t think this would be enough), the North would need to offer some clear and public indication that they will no longer tolerate any further artillery fire into the contested seas and that further exercises will result in a military response. The problem, of course, is that it is difficult for the North to make any such warning credible when they threaten not just military force, but the complete destruction of its enemies on a fairly regular basis. Even if North Korea was trying to make a unique and credible threat in its messages on November 23, what we’ve got here is a failure to communicate that North Korea must itself take responsibility for.

So how has the North Flank Guard responded to this incident?   1. The Northern Limit Line, established unilaterally by the United Nations Command in 1953, without consultation with North Korea, cuts to the north of the islands left in South Korean control. While it aimed originally to prevent southern ships from going north and serves a useful security purpose to protect the islands, North Korea has contested the line since the 1970s. It also violates the 1982 UN Law of the Sea Convention provisions for a 12 nautical mile coastal limit. The maintenance of the line is an important part of the unfair economic environment for northern fisherman in the area, as well as blocking direct egress of ships from the North Korean coast there. The North Koreans claim a line much farther to the south, the acceptance of which would surround South Korean islands, barring a small corridor, with North Korean military waters, an untenable arrangement. I’m very much in favor of adjustments in the line, fair coastal access for North Korea, and a fair division of the economic bounty of the region, all to be accomplished through negotiations between North and South Korea, but the reality today is that the security tensions in the region, and the fact that the region around the NLL has become a graveyard for those who died in so many conflicts in the waters will make it difficult or not impossible to make any changes while tensions are so high. The more blood is spilled in the region, the more each side will harden their views.
